From Remote Paper Surveys to Connected Field Operations
An offline-first field survey platform for an NGO collecting survey data where connectivity cannot be assumed

This project began with a plain fact: the field did not always have internet. An NGO was running structured surveys in remote areas — collecting information on health, family health-related issues, lifestyle and other survey topics — and connectivity in those areas was unreliable or simply absent. The organization still needed the data. Ayeim built an offline-first mobile application that lets field staff collect survey responses on tablets with no connection, store them on the device, and synchronize them with the central system once the internet is available again.
The field reality
Field staff travel to remote locations to survey people in their own communities. Those locations are chosen for where the people are, not for where network coverage is good. Assuming a constant connection would have meant the application simply did not work for large parts of the day.
So the starting constraint was firm: the absence of connectivity could not mean the absence of digital data collection. The application had to be designed around the field environment, not around an assumption about infrastructure.
The original challenge
The existing process was paper. A member of field staff took printed survey forms to a location, recorded answers by hand, returned to the office, and entered the responses into the system. In some cases handwritten forms were scanned and sent to the head office, or the physical documents were transported there for processing.
Given the field conditions, that was a reasonable way to work. It also carried real costs:
- A delay between data being collected and data being available to the organization
- Duplicate effort — writing on paper, then typing the same thing again
- Administrative work handling, scanning and moving documents
- Dependence on physical paper that could be lost or damaged
- Transcription errors introduced during manual entry
- Limited visibility for head-office teams until the paperwork arrived and was processed
The opportunity
The objective was not “replace paper with a tablet.” It was “let field teams work digitally even when there is no connectivity.” That is a different problem, and it drove the central architectural decision: an offline-first workflow.
In practice, a field staff member needed to be able to:
- Access the surveys assigned to them
- Complete forms and save responses
- Keep working with no internet connection
- Store collected information locally on the device
- Synchronize that data with the central application once connectivity returned
The Ayeim solution
Ayeim built an offline-first field survey platform in two parts: a central application at the head office for managing surveys and assignments, and a hybrid mobile application for the field — one codebase running on tablets — that continues to function without an active connection.
Synchronization runs in both directions. Surveys and assignments created at the head office are pushed down to the assigned device; completed responses are sent up to the central application. Between syncs, each device holds everything it needs to keep working.
Admin survey management
An important capability was letting head-office administrators build and manage surveys from the central system, without a new app release for every survey. Administrators work in a form builder: they create a survey, add questions, choose each question’s type, order the questions, and control which surveys exist in the system.
This is the change that mattered: the survey itself became configurable from the center. That turned the application from a single-purpose form into a reusable survey platform.
Assigning work to field staff
Administrators assigned surveys to field staff and associated them with the relevant locations. On the next sync, the field application presented each person with the work relevant to them and to where they were going.
Offline-first data collection
The field application did not depend on a continuous connection. A staff member could open their assigned surveys, travel to a location, record responses, and save completed surveys — all with no internet. The data stayed on the device until connectivity was restored.
Offline was not treated as an error state. It was treated as part of the normal workflow.
Synchronization
When a device has connectivity, synchronization runs both ways. New and updated surveys and assignments come down from the central application so the device has current work; locally stored responses go up and become available to head-office teams once synchronization has completed.
The shift is in the timeline. Before: a survey collected today travelled as paper and was processed later. After: a survey collected offline is stored on the device, and when the device reconnects the data synchronizes to the central system.
Head-office visibility
Previously, head-office teams waited on physical documents — returned, couriered or scanned — and then on data entry before information was usable. After the change, field responses reach the central application through synchronization, and the head office works from that.
From paper to structured data
Paper forms produce documents. Digital forms produce structured data. That distinction matters.
A scanned paper form is an image of an answer; someone still has to read it and key it in. A digital survey response arrives as structured data in the central system, ready to be worked with.
Structured data is also what makes later capabilities possible — reporting, analytics, dashboards, data-quality checks, program monitoring and further automation. Those were not part of this build. They are the options that structured digital data leaves open, where a stack of scanned forms does not.
The human side of the transformation
The users were field staff working where technology infrastructure cannot be taken for granted. The application was designed around their reality: go to the field, collect the information, keep working, sync when you can.
The technology adapted to the workflow. The workflow did not have to adapt to the availability of the internet.

The paper process made sense for the conditions. The change is that the digital workflow now makes sense for them too.
The engineering challenge
Building an online form is straightforward. Building a form that works reliably with no connectivity is a different engineering problem. The application had to account for offline operation, local storage of responses, which surveys are available on a device, survey definitions and assignments arriving from the center, changes in connectivity, data consistency, and a reliable two-way sync once the device reconnects.
The constraint that shaped all of it: connectivity could not be a prerequisite for completing the work.
Why offline-first mattered
Most applications assume: internet is available, therefore the application works. For this project the assumption had to be reversed — the application works, the internet is available when possible, and the data synchronizes then.
Offline wasn’t a limitation. It was a design requirement.

The result
Since the rollout, field staff have been able to complete surveys offline on tablets, with responses synchronizing to the central application when connectivity is restored — instead of relying on paper forms and couriering them to the head office.
Ayeim’s role
Ayeim’s role was not simply to build a mobile application. The solution required understanding the field workflow, the administrative process at the head office, the connectivity constraints, and the need for centralized visibility. The result was a digital transformation designed around the environment where the work actually happens, rather than a rebuild the organization had to adapt to.

Lessons learned
The best technology is not always the technology that assumes perfect infrastructure. Sometimes it is the technology designed for the infrastructure people actually have. Internet connectivity should not decide whether a field worker can finish their job.
